10 subjects for Panchayat Raj

G.O.s in this regard to be issued

HYDERABAD: The State Government will transfer funds and powers pertaining to 10 out of 29 subjects to Panchayat Raj institutions before the end of this month, according to Andhra Pradesh Congress Committee spokesman N. Tulasi Reddy. Ten G.O.s will be issued to this effect.

Disclosing this at a convention on `Local Governments in Andhra Pradesh: Agenda for 2006-2011' here on Saturday, he said that Chief Minister Y. S. Rajasekhara Reddy would convene a meeting of all concerned on January 10 to discuss the G.O.s.

He also said that the State Government would constitute District Planning Committees (DPCs) with Zilla Parishad chairpersons as their presidents before the end of this month.

Senior TDP leader and former Panchayat Raj Minister T. Devender Goud said as long as democratisation of society at the grass-root level was not achieved, the devolution of powers would remain a distant dream.

CPI (M) MP P. Madhu said that the State Governments run by his party devolved powers to local Governments thereby empowering people in those States. Calling for an introspection by all political parties, BJP leader K. Laxman said legislators were made more powerful in the existing dispensation. CPI leader K. Subbaraju said the States were demanding more share in the Central taxes on one hand, but not giving what was due to the local Governments.

Lok Satta's version

Lok Satta convener N. Jayaprakash Narayan said that his party, if voted to power, would ensure the election of leaders directly at district level, scrap the District Collector system and replace it by Cabinet Secretary of the local Government.
