Raichur: The National Human Rights Commission (NHRC) has served notices to the Chief Secretary and the Director-General of Police of Uttara Pradesh asking them to submit a report to the NHRC about the killing of children at Nithari and steps taken to compensate the victim's families. Shivaraj Patil, Acting Chairman of the NHRC, told presspersons here on Saturday that the NHRC had felt that the Noida police had failed to act on reports of missing persons. He had served notices to the Chief Secretary and the Director-General of Police of Uttar Pradesh. NHRC would despatch a team to take stock of the situation, he said. He said the Noida police had failed in their duty even after the complaints lodged by parents of missing children in the last two years. Of the 30 missing children, they registered only 19 cases. He said the Uttar Pradesh Government, which sought probe by the Central Bureau of Investigation into the case, had taken action against erring police officials and announced Rs. 5 lakh as compensation to each of the affected families. The NHRC would look into reports of the CBI and review the situation at Noida, he said. Mr. Justice Patil said the NHRC would act seriously and take steps if the affected families of the victims expressed dissatisfaction over the action taken by Uttar Pradesh Government, he said. To a question, he said that 75,000 applications received from many States were pending before the NHRC as only 17 States had constituted State-level Human Rights Commissions. The NHRC had asked other States, including Karnataka, to fall in line with other States. The early constitution of State-level commissions would help dispose the pending applications faster. The State Government had decided to constitute the State-level commission by next month, he added. To another question, Mr. Patil said that the level of awareness on human rights among the general public in the country was poor.
