Humane policy for displaced farmers

"Industrial development must not be zero sum game"


  • Calls for investment by industry for war against poverty
  • Asks capital markets to guard against irrational exuberance

    New Delhi: Prime Minister Manmohan Singh announced here on Monday that a new rehabilitation policy for displaced farmers would be finalised over the next three months. It would be "more progressive, humane and conducive to the long-term welfare of all stakeholders in our economy."

    There was no reason why the spread of industrialisation should be a contentious issue in our country. "Issues such as land acquisition and displacement of people and their rehabilitation and resettlement should be transparently and effectively addressed."

    Inaugurating the annual general meeting of the Federation of Indian Chambers of Commerce and Industry (FICCI), he said: "Industrial development must not be a zero sum game. It need not; it can be a win-win process for all sections of society, and we all must strive to make it happen."

    Dr. Singh called for "productive investment" by industry to win the war against poverty, ignorance and diseases.

    Referring to the unfinished agenda of economic reforms, he said tax exemptions would be given a relook, and corporates would have to face further cuts in import tariffs. Steps would be taken to control inflation and maintain fiscal discipline while ensuring that the rate of investment was sustained for maintaining growth rates.
