Egypt is ready to negotiate a settlement on the future of the Suez Canal within the framework of the United Nations, Col. Sayad Abdel Kader Hatem, Egypt's Director-General of Information, announced in Cairo on January 8. He said, "Egypt has refused to negotiate either directly or indirectly with Britain and France. Egypt cannot overlook what has been committed against her ports and territory and resume talks with Britain and France in any form whatsoever. The matter can be discussed within the framework of the United Nations." Col. Hatem said the Anglo-French ultimatum to Egypt on October 30 and the military operations which began the following day were breaches of the 1888 Convention governing the operation of the Canal. "Britain and France have violated all the Articles of this Convention, for they have perpetrated an aggression against the Suez Canal zone which led to obstructions to navigation and the closing of the Suez Canal."
