Panel seeks more details on commercial buildings

CMDA to submit action taken report to High Court before month-end

CHENNAI : The High Court-appointed monitoring committee on Wednesday asked the Chennai Metropolitan Development Authority (CMDA) to review the data regarding 139 multi-storeyed commercial buildings, which were constructed before 1999 and had applied for regularisation.

The data forms part of the position paper submitted by the CMDA to the committee, which met for the third time on Wednesday for reviewing the violations of development control rule (DCR) violations in multi-storeyed buildings in the city.

"The data provided was insufficient. We have asked the CMDA to furnish more details, including proof of construction date so we will be able to take a decision at the next meeting," said committee member M.G. Devasahayam.

The committee had sought details including those on plot area, floor space index, road width and compliance with or violations of the DCR, said Mr. Devasahayam.

CMDA vice-chairman R. Santhanam said the Authority had submitted a detailed base paper on all the four regularisation schemes (1999, 2000, 2001, 2002). It received nearly 32,000 applications from builders seeking to regularise violations of DCR.

(The High Court had struck down the schemes of 2000, 2001 and 2002).

Mr. Santhanam said the committee reiterated that as per the court's order, only those constructions completed before February 28, 1999 would be allowed to remain.

According to Mr. Devasahayam, even for those, who applied for regularisation of their constructions before June 30, 2002, would have to furnish proof of construction, consisting of date of planning permission and proof of completion, electricity service and water connections and registration of sale deeds.

"Out of the 10,465 applicants, 5,460 applied before 1999 while the rest applied after that. The committee has to process the details," he said.

The CMDA, meanwhile, will submit an action taken report to the High Court before the month-end, added Mr. Santhanam.
