BANGALORE: Leader of the Opposition in the Assembly N. Dharam Singh on Thursday hit out at the Government for poor utilisation of budgetary allocations and demanded that it bring out a White Paper on actual utilisation of funds and physical targets achieved during this financial year. In a two-page letter to Deputy Chief Minister B.S. Yediyurappa, who also holds the Finance portfolio, Mr. Dharam Singh said the Government has proposed waiver of farmers' loans, banning of manufacture and sale of arrack and construction of six lakh houses for the poor. But it had not said how it would implement those proposals. He asked Mr. Yediyurappa and Chief Minister H.D. Kumaraswamy to come out with details on the financial implications of these proposals on the State exchequer. Mr. Dharam Singh alleged that the Government had set aside Rs. 50 crore for procurement of onion two months ago. But it had released only Rs. 5 crore and procured onion worth Rs. 16 crore. In the interest of farmers, he urged Mr. Yediyurappa to release the balance immediately. Though the Union Government had announced a Rs. 2,689-crore package to prevent suicides by farmers, the State Government had not taken steps to implement it. The Union Government had released Rs. 18.6 crore under the Sampoorna Grameen Rozgar Yojana and Rs. 1.55 crore under the Swarna Jayanthi Grama Yojana. But no efforts had been made to utilise the funds, he alleged.
