Need for water campaign

After the north-east monsoon, the water table in wells and ponds has come down. The Water Resources Department is least bothered about this phenomenon. But it has created concern among the public.

In Kerala, the elected representatives lack water literacy. This is why drinking water and minor irrigation schemes are held up despite having necessary allocations under the Centre's Bharat Nirman Yojana.

The State Government is not concerned about the drinking water problem. Even the advice of the President is not taken into consideration.

There has to be a water revolution in the State. But it should be a people's movement. All the political parties are against water resources development. Under such circumstances, it is up to the `Jala Mithran' to organise a water campaign involving the masses.

Tsunami funds

This has reference to the report ``Tsunami funds diversion'' The Hindu, December 29, 2006.

It is more than two years since tsunami has affected a large section of the people of Kerala. Even before we estimated the havoc, several agencies started collecting funds for the rehabilitation of the victims.

Probably, the Government was a little late to start the collections. The common man, naturally, will be curious enough to know how much has been collected by each agency. Those who have made even small contributions would be interested to know the total collection.

Those agencies, which collect contributions for public purpose, should keep their accounts transparent so that those who contribute will pay more if similar situation arises in future.

But there were only a few agencies like The Hindu, which had fulfilled this.

It is the duty of the Government to keep a detailed account of the collections or each agency and in what way it has been utilised whenever public money is collected in this way.
