HYDERABAD: As many as 7,000 judges would be recruited as part of a new tier of the judiciary to take legal services to the doorstep of the poor in the villages, Union Law Minister H.R. Bharadwaj announced here on Wednesday. Inaugurating a conference of Law Ministers and Law Secretaries from more than 20 States, he said: "I am starting a new tier of the judiciary dedicated to the common man." He said the judges would be imparted training and could travel to the villages. They could settle cases either through alternative dispute resolution route or by adjudication and adopt a summary procedure for trying cases in three months. Pointing out that more than 2.5 crore cases were pending in the courts, he said the arrears were mounting while more and more fresh laws were being passed. He called upon each State to set up an ADR centre saying that worldwide even political and diplomatic problems were being resolved through mediation and conciliation. Union Minister of State for Commerce Jairam Ramesh explained about the `Giri Nyayam' initiative launched with the involvement of local community to resolve land disputes in tribal areas in Andhra Pradesh and wanted the Centre to replicate it in other States. AP Chief Minister Y.S. Rajasekhara Reddy said his Government was making every effort to see that justice was rendered to the poor without much cost but admitted that a lot remained to be done.
