Societies Act fails to enthuse many residents

NEW DELHI: The Delhi Cooperative Societies (Amendment) Act, 2006, that gives voting rights to general power of attorney holders in cooperative group housing societies on payment of Rs.500 as transfer fee and share money and admission fee as per the provisions of its by-laws has not really enthused many of the Capital's residents. Though it has given them voting rights, most would not be able to enjoy them for about three years.

The Delhi Residents' Front, which had been leading the fight for more rights for GPA holders, has stated that most of the residents of the housing societies have been deprived of the voting benefits since elections to elect the managing committee in the societies were to be completed by December 31 as per the directions and notification by order of the Lieutenant-Governor.

Front president Sanjiv Kumar said there were certain provisions in the DCS Act 2003 and DCS Rules 1973 by which it would take at least one month for an applicant to obtain membership in a housing society -- that, too, depends on the managing committee and whether it is willing to grant permission.

"This in actual terms looks a distant dream because in almost every society there is friction between the managing committee elected by the members which are in minority and the GPAs due to various reasons such as financial irregularities committed by managing committees, charging of illegal entry fees running into lakhs, and even harassment.'' Mr. Kumar said even if a house owner is able to obtain the membershipthe waiting period for becoming eligible to contest the society election is a year.
