dated January 20, 1957: Military pacts must go

A joint declaration issued by China and the Soviet Union in Moscow on January 18 denounced the Eisenhower doctrine for the Middle East and called for full indemnification of Egypt by Britain. France and Israel for the damage caused by their aggressive action. Mr. Chou En-lai, Prime Minister of China, and Marshal Bulganin, the Soviet Premier, signed the declaration on behalf of their countries. Stressing the need for an agreement on disarmament, the declaration called for replacement of "closed military groupings" by a system of collective security. It said the Warsaw Treaty (the "Eastern NATO") as well as NATO, SEATO and the Baghdad Pact should be replaced by "collective peace" treaties, covering Europe, the Pacific and Asia. The declaration said the Soviet and Chinese Governments were prepared to afford the necessary support to "the people of the Near and Middle East in order to avert aggression and interference with the affairs of the countries of this region."
