Manipal: Prime Minister of Antigua and Barbuda Winston Baldwin Spencer on Friday said that development and human well-being were directly influenced by ability of governments to provide access to effective education and healthcare systems. He was speaking as the guest of honour at the convocation of Manipal University, here. Mr. Baldwin said that along with ensuring growth and economic development, governments were faced with challenges of increasing access to education and healthcare for all. His Government believed that education was the most effective means of empowering its people, he said. Mr. Spencer said that his Government intended to redouble its efforts to ensure that the people of Antigua and Barbuda had access to quality education. Mr. Spencer said India was fast emerging as one of the major economic and intellectual centres in the world not only in the field of Information Technology but also in production of services and goods, science and education. "Today, India is declared as the knowledge superpower because of the affordable availability of quality education systems," he said. Chancellor of the university Ramdas Pai declared the convocation open. Pro-Chancellor H.S. Ballal welcomed the gathering. Vice-Chancellor Rajasekharan Warrier, Education Minister of Antigua and Barbuda Bertrand Joseph and Chairman of Wellcome Turst Sir William Castell were present.
