Case against contractor for implicating engineer

NEW DELHI: A railway contractor who had allegedly given false information on the basis of which a section engineer of Northern Railway was arrested on charges of corruption in 2006 has now been booked by the Central Bureau of Investigation.

According to the CBI, a case had been registered against B. C. Dhawan a few months ago following a complaint by contractor A. K. Grover.

Grover had told the CBI that Mr. Dhawan was demanding Rs. 10,000 for clearing his bills. On the basis of the complaint, a trap was laid at the engineer's office and he was arrested while allegedly accepting Rs. 4,000 as bribe from the contractor.

Subsequent investigations, however, revealed that Grover had implicated the official as he had cancelled his contract. Earlier, Grover had a contract for supplying washing machines, installing coolers and some other items in Northern Railway offices. But due to his poor performance his contract was cancelled and he had no dues pending with Northern Railway, CBI said.

Investigations further revealed that Grover wanted to buy a vehicle on loan.

However, he did not have the requisite documents. He then asked the engineer to get a loan in his name.

Mr. Dhawan agreed to pay the loan amount from his account, while Grover was supposed to pay him the same amount through cheque.

Cheque bounced

However, many of the cheques given by Grover to Mr. Dhawan had bounced. The engineer then put pressure on the contractor.

With an intention to implicate him, Grover then complained to the CBI. The money recovered during Mr. Dhawan's arrest was actually the loan amount that the contractor had ostensibly gone to give him.

The CBI then filed a closure appeal that was allowed by a special court in Patiala House here.

Subsequently an application was filed in the court of the Additional Chief Metropolitan Magistrate to initiate necessary legal action against Grover.

Following the court's permission, the CBI registered a case this month under Section 182 of the Indian Penal Code that pertains to giving false information to a public servant.
