This Day That Age
The Chinese Premier, Mr. Chou En-lai, who arrived in New Delhi on January 24 en route to Nepal, was received at the airport by Prime Minister Nehru. Later, the two Prime Ministers met for a third series of talks on international affairs. Beginning at 4 p.m. the discussions continued for three hours. Marshal Ho Lung, Chinese Vice-Premier, was present. The discussions brought to a conclusion the round of talks which began before Mr. Nehru met President Eisenhower and continued at intervals since then. Mr. Chou En-lai gave Mr. Nehru a first-hand information on Hungary. Earlier, the Chinese Premier told reporters at the airport that the situation in Hungary had vastly improved and the people could move about in the streets of Budapest freely even after dusk. He had no doubt that the situation would continue to improve day by day. Asked how he reconciled his opposition to pacts like the NATO and the SEATO and his support for a treaty of collective peace for Asian countries (as expressed in the recent joint Sino-Soviet communiqué), he replied, "As a matter of fact China has made this proposal (about collective peace) a number of times previously. This time in the joint communiqué, the Soviet Union supported this proposal of the Chinese Government. Both China and the Soviet Union are for collective peace and we are both opposed to antagonistic military pacts." To the question whether he differentiated between Panch Shila and collective peace, Mr. Chou En-lai said the term "collective peace" was actually coined by Mr. Nehru two and a half years ago, and "I have been propagating this ideal since then."
