Across-the-board promotion for 1973 batch IAS

NEW DELHI: The Manmohan Singh government has upgraded the entire 1973 batch of the Indian Administrative Service to the Secretary to the Government of India rank.

According to sources in the Ministry of Personnel, this is the first time since 1950 that an entire batch stands promoted. These sources also draw attention to the fact that this wholesale promotion violates the very spirit of administrative reforms the Manmohan Singh government has committed to undertake.

As many as 13 officers of the 1973 batch, who hold the rank of Additional Secretary, stand upgraded in situ as Special Secretaries, "in the rank and pay of Secretaries." This batch of upgraded additional secretaries includes U.N. Panjiyar (Power), Ajay Shanker (Power), Pradeep Kumar (Mines), Anil Razdan (Petroleum and Natural Gas), Ashok Chawla ( Finance), Brahm Dutt (Personnel), Christy L. Fernandez (Commerce), Rajni Razdan ( Personnel), P.V. Bhide (Home), Rekha Bhargava (Defence), Akhil Kumar Jain (Defence), R.C.Joshi (Atomic Energy) and Siddhartha Behura (Environment and Forest).

Another batch of three officers has benefited from in-situ upgradation of the posts held by them as Special Secretaries and Financial Advisers, in the rank and pay of Secretary. The three promoted additional secretaries are: Asha Swarup (Commerce), Sheela Bhide (External Affairs) and Arun Kumar Rath (Steel).

As a stand alone category, Satyananda Misra, the incumbent Establishment Officer gets promoted to the rank and pay of secretary.

Lastly, a group of four officers of the 1973 batch gets in-situ promotion. They are: Rita Sinha (Central Information Commission), H.S. Anand (National Capital Region Planning Board), S.N. Dash (National Highways Authority of India), and Wilfred Lakra (TRIFED, Ministry of Tribal Affairs).
