Chandy opposes move for ordinance

Thiruvananthapuram: Leader of the Opposition Oommen Chandy has opposed the State Government's move to promulgate an Ordinance to constitute a Higher Education Council.

In a statement here on Thursday, Mr. Chandy said the Ordinance was intended to convert the universities in the State into mere rubber stamps of the Government.

Mr. Chandy said the Government had not yet come out with a convincing argument on the necessity of the council that would help the Government control the functioning of the universities and the need to bring in the Ordinance without proper discussion.

The provisions of the Ordinance were such that it would undermine the autonomy of the universities.

Mr. Chandy Chief Minister V.S. Achuthanandan to intervene in the matter, as the Education Minister appeared to have not learnt a lesson from the haste with which he pushed through the legislation on self-financing professional colleges.

Calls for a Bill

He said if the Government felt that the council was a necessity, then it would be better if it was introduced in the Assembly in the form of a Bill and passed after discussions.

He also wanted the Government to initiate discussion with university chancellors, educationists, teacher-student organisations and the public.
