Thiruvananthapuram: City Police Commissioner K. Padmakumar on Thursday said the ordinance to prevent felonious activities was a powerful instrument of law that needed to be applied with restraint and maturity. Speaking at a media workshop on the Felonious Activities Prevention Act (FAPA) here on Thursday, Mr. Padmakumar said new generation offences, such as cyber crimes and violations of the Copyright Act, required innovative laws such as the one introduced by the State Government. For the first time, the new law defines who could be categorised as a `goonda.' It has sufficient provisions to book private banks and moneylenders who employ criminals for recovering loans through use of force and coercion. He said several such instances had come to the notice of the police recently. The Commissioner recalled how a person was killed in Kochi in 2002 when criminal elements working for a private bank tried to confiscate his car, which he had bought on mortgage. He said the law had provisions to check the illegal activities of moneylenders who drive debtors to poverty by charging high interest rates.
