The Collector will chair the committee. The following have been constituted as the members of the committee: Superintendent of Police, Public Relations Officer, Revenue Divisional Officer, Social Welfare Officer, representatives of leading NGOs working for women and child welfare, academicians, psychologists and sociologists. The nominated members will have a term of two years. They shall not be eligible for re-nomination. The panel would review and deliberate on each of the complaints issued by the authorised officer on cognizable violation of programmes and advertisements in programmes transmitted or re-transmitted by cable TV operators in local areas, said Collector Pankaj Kumar Bansal at a review meeting here on Saturday. As per Section 11 and 12 of the Cable Television Network (Regulation) Act 1995 the authorised officer i.e. the Collector or Revenue Divisional Officer have the power to seize or confiscate the equipment of the cable operator for violation of Sec 5 and 6 of Cable TV Network Regulation Act. This includes violation of programme code and advertisement code under Rule 6 and Rule 7 of the Cable Television Network Rules 1994 respectively. Mr. Bansal said that the committee would take a decision in accordance with the opinion of the majority of the members. It would determine whether a violation of the code had taken place and render advise on further action to be taken. It would forward complaints on satellite channels to the Additional Secretary, Information and Broadcasting, New Delhi. The district administration would initiate action against cable TV operators who telecast content related issues, programmes and advertisements in violation of the Cable TV Network Regulation Act, Mr. Bansal added. District Revenue Officer R. Nagarajan and Superintendent of Police H.M. Jayaram were present.
