Assembly staff need not accept court notice: Speaker

CHENNAI: The Assembly Secretary or the staff of the Assembly secretariat need not accept any notice, order or direction from the judiciary, Speaker R. Avudaiappan ruled on Saturday.

No order or directive issued by court involving the legislature would be binding on the House if such cases impinged on the sovereignty of the House, as set out in the Constitution, he said.

Last month, the Madras High Court admitted a petition from former All India Anna Dravida Munnetra Kazhagam Minister O. Paneerselvam on the rejection of a no-confidence motion against the Speaker in August last year. Ordering notices to the Speaker, Deputy Speaker and the Secretary, the court rejected the contention that the Speaker's actions were above judicial scrutiny.
