PUDUCHERRY: The Oulgaret Municipal Council has adopted a Rs 1.90 crore surplus budget for the financial year 2007-08 at its council meeting on Tuesday. The budget presented by Municipal Commissioner T. Diagarajan shows an opening balance of Rs. 12.25 crore. The receipts amount to Rs 23.23 crore, while the expenditure for the fiscal has been estimated at Rs 33. 58 crore. The major source of revenue comes from property tax collection. It plans to raise a sum of Rs 1.75 crore through the new pattern of self-assessment of property tax. The municipality had already collected an amount of Rs 43. 47 lakh.
Share duty
It also aims to collect Rs. 4 crore as share duty on transfer of property and according to the budget during the period October 2005 to July 2006 it had collected Rs 3.96 crore from this sector. The revenue for the period from entertainment tax has been put at Rs 30 lakh. The budget puts the income from non-tax revenue such as fee collected through rentals, licenses and registration of birth and deaths at Rs 1.61 crore. The amount anticipated from funds under Centrally and State-sponsored schemes for the Municipality has been estimated at Rs 14. 53 crore. The expenditure for payment of salaries and wages for the Municipal staff had been estimated at Rs 7.68 crore. The allocation for civil works for providing basic amenities in 82 villages under its limit had been estimated to be Rs 3.50 crore.

civic works
The budget allocates Rs. 1 crore for acquisition of land for development and civic works. During the financial year, the Municipality plans to complete the construction of the permanent garbage dumping yard at Ayyankutti Palayam. The project initiated during the previous financial year had been taken up at a cost of Rs 2.50 crore. The Municipality also proposes to construct a market-cum-cold storage at Kalapet. Earlier, several councillors complained of each other's intrusion into their territory. Chairman of the Municipality Jayapal assured the members that it would be sorted out through consultations.
