NEW DELHI: The Bharatiya Janata Party believes that it has an edge in the three Congress-ruled States, which are going to the polls in February, thanks to the "anti-incumbency" factor. Be it price rise, terrorist incidents or suicide by farmers, it is for the Congress to come up with a convincing explanation, BJP vice-president Mukhtar Abbas Naqvi has said here .
