NEW DELHI: The Bharatiya Janata Party believes that it has an edge in the three Congress-ruled States, which are going to the polls in February, thanks to the "anti-incumbency" factor. Be it price rise, terrorist incidents or suicide by farmers, it is for the Congress to come up with a convincing explanation, BJP vice-president Mukhtar Abbas Naqvi has said here .

While the Congress will be on the defensive in Punjab, Uttarakhand and Manipur, in Uttar Pradesh, where elections are due in a few months, the BJP blames the Congress for all the ills of the ruling Samajwadi Party. Till a few days ago, the Congress was technically supporting the Government, from "outside."

Mr. Naqvi indicated that the former Prime Minister Atal Bihari Vajpayee would campaign in Punjab, possibly on February 10, and in Uttarakhand on February 15 and 18. Leader of the Opposition in the Lok Sabha L.K. Advani, like party president Rajnath Singh, will campaign extensivelyBoth leaders will tour and address rallies in Punjab for three days and in Uttarakhand for four or five days.
