Jammu: Uproarious scenes were witnessed in the Jammu and Kashmir Legislative Assembly, with legislators of the People Democratic Party (PDP) and the National Conference (NC) accusing each other of promoting human rights violations in the State. In the morning the PDP, an ally of the coalition Government, created a flutter when it demanded that the House pay tribute to civilians killed in "fake encounters" along with an obituary reference to the former Deputy Chief Minister, D.D. Thakur, who died two days ago. The Speaker turned down the demand. National Conference Leader Ali Mohammad Sagar complimented Chief Minister Ghulam Nabi Azad for ordering a probe into the recent case of a fake encounter killings, but said an impartial probe should also be ordered into similar incidents of the past. NC leader Mehboob Beg alleged the police officer accused in the recent case was a "favourite" of the PDP and hence there was a need for an elaborate investigation. The charge infuriated PDP legislators. Party leader Ghulam Hasan Khan accused the National Conference of shedding false tears and said it was during its tenure that most human rights violations were committed. A verbal duel followed between the two parties for about 10 minutes. In the Legislative Council, the PDP made a strong demand for setting up of an inquiry commission to probe the killings.
