MADIKERI: Is the October 31, 2006, circular issued by Revenue Secretary S.M. Jamdaar creating problems for "Jamma Bane" (a form of land tenure) landholders in Kodagu? It states that the people of Kodagu did not have rights over "Jamma Bane" land, T.C. Thammaiah, former tahsildar, said, adding that the circular appears to have been issued without considering the facts. A letter to the Revenue Secretary by Mr. Thammaiah seeking clarifications over various types of bane land, under the Right to Information Act, has been referred to the Kodagu Deputy Commissioner. Mr. Thammaiah, in a statement released to the press here on Thursday claimed that the circular was incorrect and aimed at creating unrest in Kodagu. He alleged that the diversion of the letter to the Deputy Commissioner spoke of the callousness of officials towards the Right to Information Act . In the letter, one of the points raised by Mr. Thammaiah was if "Jamma Bane" land that had been given occupancy rights could be converted for non-agriculture purposes. The Government should say whether it had any plans to abolish land tenures in the district, Mr. Thammaiah added.
