NEW DELHI: The newly notified Master Plan for Delhi-2021 seeks to provide relief to people from sealing and demolitions by addressing several concerns pertaining to mixed land use and housing. It has allowed retail shops in residential plots on ground floor on mixed land use streets and commercial activity on all floors in commercial streets and areas. In addition, small retail shops of up to 20 square metres have been allowed on the ground floor in residential area, including group housing, A and B colonies, village abadis and unauthorised colonies. Clinics and dispensaries have also been permitted within 20 square metres in residential areas. The plan has also "protected'' all those properties that were being used for commercial activities prior to 1962 while pre-1962 colonies have been equated to rehabilitation colonies within their respective categories. Nursing homes, dispensaries, clinics, banks, nursery schools and guest houses have also been permitted on residential plots subject to criteria of plot size and right of way (ROW) of the road. However, there will be no restriction of plot size and ROW for nursing homes, clinics, dispensaries and pathology labs in the Walled City of Delhi, Walled City extension, village abadis and unauthorised regularised colonies. The minimum plot size for these establishments has also been put at 100 square metres. All existing schools in non-conforming areas have been given the opportunity to continue for the next three years subject to regularisation. Likewise, coaching centres and tuition centres have been permitted on residential plots and those in non-conforming areas have been allowed to continue till the end of May 2008. The Master Plan has also expanded the list of professionals who can operate from residential premises. It now includes lawyers, doctors, architects, chartered accountants, engineers, company secretaries, cost and works accountants, town planners, media professionals and documentary filmmakers. As per the new plan, basements would now be allowed for professional activity in residential areas as well as for shops in notified mixed use and commercial streets. Also, special building regulations have been proposed for the Walled City of Delhi, Walled City extension, unauthorised-regularised colonies and village abadis keeping in view their historical and special character. Here the maximum permissible height would be 15 metres.
