Quota: SC panel for penal clause in draft Bill

Commission rejects proposal to include Dalit converts (Muslims/Christians) in SC list

HYDERABAD: The National Commission for SCs has recommended a penal clause in the draft bill on reservations for SCs, STs and OBCs in civil posts/services imposing Rs.5,000 fine and jail for sixth months on anyone who contravenes the law. Announcing this at a press conference here on Friday, Fakirbai Vaghela, vice-chairman, said the commission had sent the recommendation to the Centre that any employee or official should be punished with imprisonment or fine or both. The fine is payable from the person's salary.

The commission had recommended reservations for SCs in private sector in view of the assistance from Government for setting up/running industries at subsidised rates. The commission, he said, had rejected a proposal to include converted Dalit Christians/Muslims in the SC list, as "stigma of untouchability" was not prevalent among Muslims/Christians.
