Tamil Nadu, Karnataka advised to take security measures, court told

PIL petition seeks steps to prevent "genocidal violence on Tamils"

CHENNAI: The Centre has advised Karnataka and Tamil Nadu to take appropriate security measures to maintain order and peace and to prevent any untoward incidents, the Madras High Court was informed on Friday.

The submission was made before the First Bench comprising Chief Justice A.P. Shah and Justice K. Chandru, which was hearing a public interest litigation petition seeking steps to prevent "genocidal violence on Tamils in Karnataka."

After being directed by the Bench to explain the measures taken by the Centre, Additional Solicitor-General of India, V.T. Gopalan submitted that the two States had been asked to contact the Union Home Ministry for paramilitary forces, if required, to supplement the efforts of State police for the purpose.

Briefing the Judges during an in-camera hearing, Mr. Gopalan and Assistant Solicitor-General P. Wilson said that at the request of the Karnataka Government, the Centre had already despatched four companies of Rapid Action Force and two companies of the Central Industrial Security Force.

Mr. Gopalan further said that Karnataka had also requisitioned additional forces from neighbouring Andhra Pradesh and Maharashtra.

"The Central Government is closely watching the situation and depending upon the situation it will consider taking appropriate steps."

The matter was then adjourned to February 13.

Earlier, R. Karuppan, counsel for petitioner K.V. Elankeeran, referred to the large-scale violence during the bandhs in 1991 and said there was likelihood of "genocidal attack" on Tamils and destruction of their property.

The petitioner sought to restrain the Karnataka Government from declaring a bandh.
