Putin's comments

Russian President Vladimir Putin's comments about the United States' indiscriminate use of force that provoked other countries to seek nuclear weapons are candid and reflect the views of the majority of the global population. I am sure right-minded people all over the world feel that the present unipolar world order is the real threat to world peace. The tendency of the U.S. to interfere in the functioning of smaller nations should be checked.

It is a measure of India's growth, both politically and economically, that Mr. Putin mentioned its name along with those of many other developing countries as potential power centres.

Mr. Putin's warning needs to be backed up by an international convention that all sea, air, and ground forces must remain within the national boundaries and can move out only with U.N. sanction.

Every military base outside national frontiers must similarly have U.N. sanction even if the host country may have consented. Violation of this must be declared a threat to world peace attracting action under the Security Council mandate.
