BANGALORE: Cutting across party lines, elected representatives have opposed the Model Nagara Raj Bill that seeks introduction of a three-tier urban governance system along the lines of the Panchayati Raj System, according to sources. They had asked for more powers with regard to governance of the constituencies they represented, they said. This came to light at a closed-door interaction held on Saturday by the Expert Committee on Greater Bangalore with elected representatives to elicit their views on the administrative framework for Bruhat Bangalore Mahanagara Palike (BBMP). The Bill, also called the Community Participation Bill, mandates the formation of area sabhas and ward committees. This is in addition to the elected municipal council already in existence in the cities. One area sabha will have representatives from one polling booth while a ward committee will have representatives from that particular ward, according to the Bill. Speaking to presspersons after the meeting, Health and Bangalore district in-charge Minister R. Ashok said, "We are thinking of a two-tier system for Bangalore which will have the corporators and the ward committee members as key players. It will be discussed at the government level." The Model Nagara Raj Bill has been proposed by the Union Government as part of improving urban governance in cities.
