HYDERABAD: The Business Advisory Committee (BAC) of the Assembly has resolved to place the subject of welfare on the top of the agenda in discussions during the budget session following a plea by Leader of the Opposition N. Chandrababu Naidu. At a meeting chaired by Speaker K.R. Suresh Reddy on the opening day of the ninth session of the House here on Monday, the BAC prioritised other subjects for debate. Members agreed to discuss economic development (primary sector), human development and infrastructure development, in that order, before taking up local bodies and SHGs, revenue generation, governance and economic development (secondary and tertiary sectors). Mr. Naidu sought priority for welfare-related issues.The meeting was free from rancour that marked earlier meetings with all parties agreeing to adopt a `give-and-take' policy. Legislative Affairs and Finance Minister K. Rosaiah advised parties to observe restraint during debates as repeated interruptions were showing the House in poor light. While accepting his suggestion, the opposition parties said their views must be fairly accommodated. There was no response, however, to a suggestion of Government Chief Whip N. Kiran Kumar Reddy that adjournment motions could be taken up after the question hour and not before. Leader of the House Y.S. Rajasekhara Reddy, G. Vijayarama Rao (TRS), N. Narsimhaiah of the CPI(M), Ch. Venkata Reddy (CPI), Akbaruddin Owaisi (MIM) and G. Kishan Reddy (BJP) were present. Mr. Rosaiah will present the budget for 2007-08 on February 19. The House shall not meet on Saturdays except on March 17 and 24. The Appropriation Bill will be moved on March 29. As the Legislative Council is scheduled to be summoned on March 30 for swearing-in of members and election of the Chairman and the Deputy Chairman, Governor Rameshwar Thakur is likely to address a joint session on March 31.
