The World Bank-appointed neutral expert's verdict on the India-Pakistan dispute over the Baglihar dam is balanced. It is in favour of neither India nor Pakistan. India's position that it has not violated the Indus Waters Treaty has been upheld. At the same time, it has been asked to reduce the freeboard in the dam's height. India has shown magnanimity in accepting the verdict. Pakistan too should display a similar attitude. In such matters, it is always victory for both sides and defeat for none.

Both India and Pakistan have welcomed the verdict. One hopes this will be the beginning of a happy ending. Pakistan should display maturity in dealing with the issue.
