Digitised maps of the Capital soon

Will help in better planning and checking illegal constructions

NEW DELHI: The Union Urban Development Ministry in collaboration with the Union Science and Technology Ministry has decided to develop digitised, three-dimensional maps of all the major areas of the Capital using satellite pictures that will not only help in better planning and management but also curb unauthorised constructions and encroachments.

Addressing a press conference here on Tuesday, Union Urban Development Minister S. Jaipal Reddy said that with the Master Plan for Delhi-2021 having been notified the Government was now gearing up to strictly implement it within a stipulated time frame. The use of the highly advanced Geographic Information System (GIS) would help in the process, he said. Mr. Reddy said zonal level plans that are crucial for implementation of MPD-2021 would be ready in 18 months. "Three-dimensional mapping of each and every building, road and utilities, integrated with all the relevant records, would reduce the scope for discretion at the level of lower officials and tone up municipal administration," he added.

Informing about the pilot project on 3D-mapping that is nearing completion in Chandni Chowk, Union Science and Technology Minister Kapil Sibal said 10,000 buildings had been marked and accounted for -- along with data about their owners and nature of use -- on the 3D model of Chandni Chowk. The maps will be handed over to the Municipal Corporation of Delhi after its staff is trained in handling the maps and data.

Mr. Reddy said the Delhi Development Authority and the MCD had been requested to facilitate integration of technology into their scheme of things.

Explaining the rationale behind the move to incorporate the GIS-3D technology, Mr. Reddy said MPD-2021 had regularised many unauthorised colonies and hitherto illegal shops but there were still large spaces left in Delhi that had to be protected. "It would be useful for keeping a check on further unauthorised constructions and encroachments in urban villages," he said.

Mr. Sibal also announced that the Survey of India (SoI) would prepare such maps for 400 cities in five years. The data generated by the maps would be shared with all the planning agencies and even the emergency and security services in future, he added.

In Delhi, the SoI would also embark on a project in which the underground utilities would be mapped and used in real time to monitor problems and also plan for the future.

The estimated cost of the project for the entire Capital is Rs. 100 crore.
