Congress MLCs ordered to stay out of Council

    Bangalore: The Government has sought a day's time to resolve the tangle in the Legislative Council arising out of the delay in getting the Chairman elected.

    The Government made the request in the Assembly after the Congress extended support to party members in the Council who were directed to stay away from the proceedings of the House for the remainder of the session.

    On a day of fast developments in both the Houses, all the 26 Congress members of the Council were directed to be stay away from the proceedings of the House by acting chairman N. Thippanna.

    Dharna in Assembly

    This resulted in the Congress, dissatisfied with the reply given by Minister for Parliamentary Affairs M.P. Prakash, staging a dharna in the well of the Assembly. After a brief discussion held in the chambers of Speaker Krishna, Mr. Prakash sought a day's time to resolve the matter.

    Earlier, all the 26 Congress members of the Council, who were present at the start of Tuesday's sitting, were directed to keep out of the proceedings for the remainder of the session after they once again attempted to raise the subject of the election of the Chairman.

    As word spread to the Assembly, the Congress members led by Leader of the Opposition N. Dharam Singh and Karnataka Pradesh Congress Committee president M. Mallikarjun Kharge brought the matter to the notice of the Lower House and the dharna followed.

    MLCs named

    Mr. Thippanna named all the 26 Congress members and said, "For no reason these members have been behaving with disdain and scant respect for the powers of the Chair. They have been disturbing the proceedings of the House consistently and deliberately. Therefore, under Rule 327 (1) of the House, I herewith order these members not to participate in the proceedings and to keep themselves out of the House for the rest of the duration of the session."

    The Congress members against whom action was taken are Leader of the Opposition H.K. Patil, Saleem Ahmed, Basavaraj H. Patil, S.R. Patil, A.M. Hindasgeri, L. Hanumanthaiah, B.A. Hasanabba, Umasri, K.B. Munivenkata Reddy, D. Made Gowda, Rathna V. Kushanur, Amatheppa Kandakur, Blasius M. D'Souza, K. Pratapachandra Shetty, Mir Aziz Ahmed, K.S.L. Swamy, V.S. Ugrappa, S.M. Anand, N. Manjunath, Mallajamma, Prakash K. Rathod, Chandrashekar Kambar, K.C. Kondaiah, Qazi Arshad Ali, Motamma and V.R. Sudarshan.
