This refers to the editorial "Breakthrough on Baglihar?" (Feb. 14). The World Bank-appointed neutral expert has given a balanced verdict on the Baglihar project. It is obvious from the fact that both India and Pakistan have expressed satisfaction over the award. One hopes that the day will come when both the countries can have a common management of all the rivers.

The expert deserves to be congratulated for presenting a verdict within the ambit of the Indus Waters Treaty. While there is nothing like victory or defeat for either party, the fact remains that Pakistan's unsustainable objections have been rejected. One hopes Pakistan will appreciate that only a collaborative management of the Indus system by India, Pakistan, and Afghanistan will sustain the millions who depend on it. One hopes implacability will give way to reasonableness and common good.
