Stalemate continues in Assembly

BANGALORE: The Legislative Assembly did not transact any business for the second day on Thursday with the standoff between the main Opposition, the Congress, and the Government over the demand for the election to the post of the Chairman of the Legislative Council remaining unresolved.

The Government, in a brief mention at the end of the day, said that it would make a statement on the floor of the Assembly on Monday. It was also stated that the Janata Dal (Secular) had to consult its coalition partner, the Bharatiya Janata Party, and thereafter make the statement.

Dharna

As soon as the Assembly met in the morning, Congress members trooped into the well of the House and resumed their dharna demanding that the Government hold election to the post of the Council Chairman.

Deputy Speaker N.Y. Gopalakrishna, who was in the chair, adjourned the House for some time to find a solution to break the deadlock. Home Minister M.P. Prakash visited the chambers of the Leader of the Opposition N. Dharam Singh in the Opposition lounge and held consultation for nearly an hour.

But after the consultation, Mr. Dharam Singh told presspersons that the party had rejected a proposal to field one of its members, set to retire in June, as a candidate for the post. Though the House met again, it had to be adjourned as the Congress members continued with their dharna.

Incidentally, the notice given by the Congress members seeking that they should be permitted to table a no-confidence motion against Speaker Krishna had been listed in Thursday's agenda of the Assembly. But the issue did not come up for discussion as the proceedings were disrupted due to the Congress dharna. Speaker Krishna did not attend the House.
