MADURAI: The Madurai City Police Commissioner, M. Chidambarasamy, has admitted that there has been a proliferation of beggars, especially women and children, in recent times. But there were some "practical difficulties" in eradicating the menace, he claimed. The submissions were made before the Madurai Bench of the Madras High Court in reply to a public interest litigation petition filed by D. Muruganandham, a practicing advocate here. The petitioner had sought a direction to the Commissioner to strictly implement the Tamil Nadu Prevention of Begging Act, 1941. However, not satisfied with the Commissioner's reply, a Division Bench comprising Justice Dharma Rao Elipe and Justice P.P.S. Janarthana Raja asked him to file a better counter affidavit incorporating the steps taken by him so far to eliminate begging. "This is not a counter. He (Commissioner) has just reproduced the provisions of the Act. We know all these things. We asked him to explain what action has he initiated to prevent begging," Mr. Justice Dharma Rao told the Special Government Pleader before adjourning the matter by two weeks.
