HUBLI: Minister for Home, Law, Justice and Human Rights M.P. Prakash said here on Sunday that the State Government would take steps to ensure that the proposed law university in Hubli starts functioning from 2007-08. Addressing presspersons here on Sunday, Mr. Prakash said the proposal prepared on the basis of recommendations of the D.M. Nanjundappa Committee report had been approved by the Cabinet and the related Bill would be placed in the ongoing Legislature session. He said after getting the Bill passed in both houses and obtaining the assent of the Governor, steps would be taken to make it functional. J.S. Patil, special officer appointed for the project, had submitted a report to the Government stating that the land in Rayapur between Hubli and Dharwad could be used to set up the university. The Deputy Commissioner of Dharwad had submitted a report regarding the availability of land, he added. He said 24.29 acres of government land was available at Rayapur village, adjacent to 6.20 acres of land belonging to the Public Works Department that falls in Amargol village.
Circuit Bench
The Minister said the Chief Justice of High Court of Karnataka had set up a committee to look into the issue of Circuit Benches in Dharwad and Gulbarga and hoped that they might start functioning before the completion of construction work. The construction of the Circuit Bench buildings might take another year and advocates in Dharwad and Gulbarga had been asking that benches be made functional from a temporary premises.
Funds released
The Minister said the remaining Rs. 28 crore for 28 drought-affected taluks in the State had been released by the State Government. He said 128 taluks in the State had been identified as drought-affected and it was proposed to allocate Rs. 1 crore for each of these taluks. Circulars had been issued to taluk administrations to give priority to drinking water, employment generation and fodder for cattle while spending this amount, he added. The Union Government had released Rs. 78.40 crore for drought relief works after the Chief Minister's meeting with Union Ministers recently. The Union Government had promised to release 54,000 tonnes of foodgrain to the State, he added. Mr. Prakash said Rs. 1 crore for each drought-affected taluk was not sufficient and that was why funds through other schemes such as employment guarantee scheme were being extended to such taluks.
Visit
The Law Minister later visited the proposed site for the university at Rayapur between Hubli and Dharwad. He also visited the Water and Land Management Institute premises near Dharwad where the construction for the Circuit Bench building is under way. Revenue Minister Jagadish Shettar, Primary and Secondary Education Minister Basvaraj Horatti, and senior officials accompanied the Minister during his visits.
