Urban local bodies initiate steps for utilisation of funds

Directorate of Integrated Services for Urban Poor soon

JAIPUR: Urban local bodies in Rajasthan have initiated steps for utilisation of funds sanctioned for solid waste management on the recommendation of the Twelfth Finance Commission. A set of standard rules will be framed in the State to bring uniformity to all works relating to waste management.

This was stated at a State-level workshop on financial powers for urban bodies, solid waste management and welfare of the urban poor at the Swayatta Shaasan Sanstha here over the weekend. Senior Government officials and representatives of several Municipal Corporations attended the workshop.

The Principal Secretary, Local Self Government, Manjeet Singh, said the formation of an information network for solid waste management and framing of rules ensuring uniformity in procedures, works and release of tenders would improve efficiency of those working in the sector.

Project Director Anand Mohan said an action plan had been formulated to generate awareness about safe disposal of waste and provide training to the workers of urban bodies. The residents' welfare associations in cities are proposed to be attached to the work for door-to-door collection of waste every morning. Several suggestions for improving the financial position of local bodies were made in the workshop. The participants said the municipal bodies could augment their income by levying tax and user charges on their services. A four-member committee was also appointed during the workshop to make recommendations in this regard.

The Principal Secretary, Urban Development, Lalit K. Pawar, said a Directorate of Integrated Services for Urban Poor would be established in the State shortly to execute all programmes and projects for welfare of the urban poor. A team of experts will evolve modalities for establishing the new Directorate.

A presentation on the works launched under the Jawaharalal Nehru National Urban Renewal Mission (JNNURM) in various towns across the country was also made in the workshop on behalf of the Community Habitat Finance.
