This Day That Age
The former Union Finance Minister, Mr. C.D. Deshmukh, has said that the right relationship between Ministers and officials is of the most vital import in the formulation of sound policies and their effective implementation. He disclosed in Bombay on February 19 that when he was the Reserve Bank Governor in 1948, Prime Minister Nehru called for his views on administration, and in reply he underlined the need for establishing such traditions as would permit senior officials to express their views freely before Ministers. Some Ministers, "with their background of militant politics," tended to browbeat officials, Mr. Deshmukh wrote to Mr. Nehru, and added, "The Minister should never make up his mind and ask officials to make out a case; he must insist on a full examination of the alternative courses of action and take the final decision."
