The Pakistan National Party - a combination of six political parties including Khan Abdul Ghaffar Khan's Red Shirts - has demanded early steps to secure an amendment of the Constitution in order to break up West Pakistan into four units, Sind, Punjab, Frontier and Baluchistan. In a resolution passed at a convention in Hyderabad (Sind), it said the creation of West Pakistan into one unit was brought about by "means of undemocratic, unconstitutional, oppressive and repressive methods in violation of the Government of India Act of 1935 and the Independence Act of 1946 of India and Pakistan. Practical working of the Unification Act has spread feelings of bitterness, discontent and restlessness all over West Pakistan apart from the failure of the Government to carry on the administration with efficiency and justice to the people."
