BHUBANESWAR: In a bid to acquaint prison staff with changing practices being prescribed in jail reforms, state directorate of prison has mooted establishment of a special training institute for its officials in the State. A formal request for setting up a central training institute would soon be submitted to the State government, a top official said here on Tuesday.
Guidelines
"Most of the prison officials do not know all guidelines laid down in the voluminous jail manual. The proposed institute will impart induction training to the newly-appointed employees," he said. Till date, the training for jail staff was being conducted on ad hoc basis in Police Training School, Angul. "But over the years, the concept of duty in jail has undergone a sea change. The situation has become critical after high profile prisoners, including hardened terrorists, top political leaders and naxalites were lodged in jails," the officer said.
Basic objective
He said that the Orissa Human Right Commission (OHRC) had also reportedly agreed to second the proposal. Another basic objective of the proposed institute was to enable the jail staff reduce the stress level, he said elaborating that, "most of the officers and staff start their service from jail and don't get opportunity to change their department till their retirement. As a result, they lead their lives amidst criminals." Right now, the total warders' strength of the prisons across the State was around 1150. If 14 new jails come up, the department would require another 300 warders.
