Puducherry: A six-member joint forum of Industries' Associations of Union Territory has appealed to the administration to take up a full-fledged survey of industries to finalise policy measures to promote cluster approach, incentive schemes, modernisation of units, rehabilitation, and to strategise export, industrial parks and special economic zones. K. Parthasarathy, secretary of the Association of Small Industries here, said in a release on Monday that the forum sought permanent subsidies for micro sector to develop it on a sustained basis. He wanted the sops to include a 50 per cent subsidy for energy audit measures and post audit investments, 25 per cent capital subsidy for modernisation of micro units, and 25 per cent interest subsidy on bank loans. Employment subsidy should be extended to all micro units without restricting them to units covered under Provident Fund. A subsidised housing scheme to benefit workers was another plea of the forum.He also pointed out that farmlands lying fallow for more than five years should be permitted for industrialisation. Mr. Parthasarathy said that in the event of implementation of Value Added Tax (VAT) the administration should compensate the units on the Central Sales Tax (CST) they paid on both the inputs and outputs till CST was totally phased out.
