Governor clarifies on message

Bangalore: Governor T.N. Chaturvedi has expressed shock over the leak of his message sent across to members of the Legislative Council and has said it is for the legislature secretariat to look into the matter.

Mr. Chaturvedi said here on Thursday that his office had intimated to both the Principal Secretary to the legislature and the Secretary to the Legislative Council on February 20 that the Governor would be sending across a message before the sitting ended.

"The message reached the Council at 6.15 p.m. and it was brought to the notice of the presiding officer at 6.45 p.m. But for reasons not known, the presiding officer adjourned the House at 7 p.m. to meet again on March 16, a day ahead of schedule."

The clarification sent by the Raj Bhavan was largely to convey that the Governor had sent his message to the Council and not to the Government as mentioned in a section of the media.

The message of the Governor was aimed at ensuring that election to the post of Chairman was conducted at the earliest as per constitutional norms.

However, what dismayed the Raj Bhavan had been the abrupt adjournment of the Council sitting and leak of the message.

The Governor had sent his message under Article 175(2) of the Constitution based on complaints that he had received from Congress leaders led by the Leader of the Opposition in the Legislative Council H.K. Patil and others over the election to the post of the Chairman of the Council.
