Big housing scheme for middle class

Flats in Hyderabad, Vijayawada, Visakhapatnam and Guntur on the cards

HYDERABAD: Chief Minister Y. S. Rajasekhara Reddy announced a massive scheme here on Friday to offer affordable houses to salaried and middle class families in urban areas at prices 25-30 per cent lower than in the open market.

Under the scheme, to be implemented as extension of Rajiv Gruhakalpa, multi-storied apartments would be built in Hyderabad, Vijayawada, Visakhapatnam and Guntur and other cities. Flats will be offered for sale to four categories -- high, middle and lower income groups and economically weaker sections. These flats will have plinth areas of 1,450 sq ft, 1,100 sq ft, 680 sq ft and 450 sq ft.

"The aim is to enable families with a monthly income of Rs 6,000-25,000, to realise their dream of owning a house in their city and keep the runaway real estate prices under check," the Chief Minister said. Only those who are houseless and belong to the State are eligible, he added.

Providing details of the scheme at a press conference here on Friday, Dr. Reddy said in urban areas with less than 5 lakh population, integrated townships would be constructed at two to three places each, with all facilities like water, electricity, roads and transport. House-cum-site would be offered, again to the four categories of beneficiaries.

He said both the apartments and house-cum-sites would be taken up by the Andhra Pradesh Housing Board, Andhra Pradesh Industrial Infrastructure Corporation and the respective urban development authorities.

By March-end

He said "demand surveys" would be conducted on the housing needs in all the urban areas by March-end before acquiring land. The Government would then issue advertisements, calling for applications. Work would be started in April so that the houses would be ready in two years. They would, however, be asked not to sell the asset for five years. To a question, he said those whose lands were to be acquired would be offered a developed a plot along with sale price on the lines of the package adopted for the displaced of the ORR Project. Loans would be offered with interest rebate to construct houses.
