Stormy start to Assam budget session

Governor cuts short his address

Guwahati: The budget session of the Assam Assembly got off to a noisy start on Monday with the Opposition disrupting the Governor's address.

As soon as Governor Lt. Gen. Ajai Singh started reading out his address, members of the Asom Gana Parishad (AGP), the Bharatiya Janata Party (BJP), the Assam United Democratic Front (AUDF) and the Autonomous State Demand Committee (ASDC) objected in chorus that his address did not reflect the real situation. They also displayed placards .

Though the Governor went ahead reading out his address, his voice was drowned in the uproar which prompted him to cut short and read out the last paragraph. Amidst the uproar, Speaker Tanka Bahadur Rai announced that the Governor's address had been taken as read and adjourned the House.

Gen. Singh said the past six years had seen a dramatic turn around in the fortunes of Assam and there had been a general improvement in the law-and-order situation . He, however, stated that in January the State witnessed ``dastardly and senseless killing'' of innocent people, most of whom were Hindi-speaking people living in Assam for generations. The Governor said the Government succeeded in controlling the situation within 72 hours.

Highlighting the successful conduct of the just concluded National Games as one of the achievements, Gen. Singh stated in his 41-page address that the event was a ``spectacular success and was acclaimed by the President of the Indian Olympic Association as one of the best ever.''

On implementation of the Assam Accord, the Governor said the State Government had constituted a committee of Ministers to examine all issues relating to the Clause 6 of the Accord including the definition of ``Assamese people.''

The Opposition staged a walk out when the House reassembled to protesting introduction of ``The Assam Cooperative Societies Bill 2007'' and accusing the State Government of not following the laid down procedures.
