State to raise emoluments of its medical teachers

Non-availability of faculty with experience behind the decision


BANGALORE: In a major step to ensure there is adequate staff in all its medical colleges, the Government has decided to enhance the emoluments of teachers in the form of a steep hike in perquisites.

The Government has taken this decision as the availability of suitable candidates with teaching experience is poor.

Besides, it also faced difficulties in filling the vacant posts in some faculty such as pre-clinical, para-clinical subjects, anaesthesia and radio diagnosis owing to non-availability of qualified candidates.

The Government has realised that its pay structure is not attractive compared to that of medical colleges run by private managements and that of medical institutions of the Union Government.

A high-level meeting chaired by Chief Minister H.D. Kumaraswamy here recently decided to fix the total emoluments for the posts of professor, associate professor, assistant professor and lecturer at Rs. 75,000, Rs. 65,000, Rs. 50,000, and Rs. 40,000 respectively, sources in the State Government revealed.

The meeting also decided that the Government should follow the guidelines of the Medical Council of India (MCI) while appointing the faculty. It resolved to retain the designation of lecturer in the case of those working in compliance with the MCI regulations.

However, fresh recruits would not be given the designation of lecturer for technical reasons.

Freshers would be designated as junior residents /tutors and would be recruited on contract for three years on a consolidated monthly pay of Rs. 15,000 during the first year, Rs. 16,000 during the second year and Rs. 17,000 during the third year.

The existing scales in the grade of lecturer Rs. 8,000-275-13,500 and assistant professor Rs. 12,000-420-18,300, would remain unaffected. But the scale in the grade of professor had been revised from the existing Rs. 16,400-450-20,000 to Rs. 18,400-500-22,400 and was applicable to all professors.

In the case of associate professor, which hitherto had no scale, the scale had been fixed at Rs. 16,400-450-20,000.

Although optional for all teaching staff, all lecturers, assistant professors, associate professors and professors were eligible for a non-practising monthly allowance of Rs. 8,000, Rs.10,000, Rs.15,000 and Rs. 17,000.

They were also eligible for dearness allowance, house rent allowance and city compensatory allowance in accordance with the Karnataka Civil Service Rules.

Besides, all teaching staff would be given an academic allowance of 40 per cent of their respective basic salaries.

A postgraduate allowance of 3 per cent to lecturers with postgraduate degree, 6 per cent to assistant professors, 9 per cent to associate professors and 12 per cent to professors would be given, the sources said.

The meeting decided to accommodate the retired teaching staff on contract during exigency.

But such staff recruited on contract would be given the salary they had last drawn and an additional remuneration of Rs. 1,000, excluding the pension benefits, the sources added.
