Strange names, aren't they?

IF "OUTER Bridge" can be the surname of a person, why cannot "Water Going" be the name of a road in the city? Confusing?

City officials and functionaries linked with infrastructure projects get an identity tagged to their names these days. For example, a former woman corporator (of BMP Council) was known by her surname "Outer Bridge". Nobody referred to her as Jabeen Taj, her name. She was always known as "Outer Bridge madam". Nobody knows why Ms. Jabeen, who represented Richmond Town, had such a surname.

The other day, the "Driver Licence Details Display" board in an autorickshaw, mentioned that the driver resided at No. 51, Water Going Road. He had no clue how the road got the name. "It is off Mysore Road," he told the intrigued passenger.
