State formulating IPR policy

Special Correspondent

Thiruvananthapuram: The Kerala Government is in the process of formulating an Intellectual Property Rights (IPR) policy to promote inventions, innovations and Patents in the State, Law Secretary P.S. Gopinathan announced here on Thursday.

Inaugurating a two-day workshop on IPR, organised by the Regional Research Laboratory (RRL) and the Trade and Investment Development Programme (TIDP), he stressed the need for close cooperation among the R&D institutions in the State.

Delivering the keynote address, former Vice-Chancellor of the University of Kerala B. Ekbal said human rights should predominate Intellectual Property Rights. This, he said, should be the guiding principle while formulating the policy. He further opined that it is more appropriate to redefine Intellectual Property Rights as `Intellectual Property Privileges (IPP)' to ensure that results of public-funded R&D are socially relevant.
