CHENNAI: Approval for appointment of teacher training institute principal cannot be refused on the ground that he has acquired teaching experience in a State other than Tamil Nadu, the Madras High Court has ruled. Justice V. Ramasubramanian passed the order on a writ petition filed by Christ Academy of Vallam in Thanjavur district. According to counsel for the petitioner-institution, K. Selvaraj, a list of teaching faculty was submitted to the District Institute of Education and Training (DIET) and the Director of Teacher Education in November 2006.
No reply
Several reminders and requisition letters were sent, as there was no reply from the authorities concerned. After a writ petition was filed and the High Court directed the authorities to pass an appropriate order, the Department returned the application, stating that principals from other States should not be appointed. Passing orders on the present writ petition against the order, Mr. Justice Ramasubramanian said the person sought to be appointed as principal had actually worked as a teacher educator teaching Tamil, Social Studies and Psychology at the Government Training Institute in Munnar, Kerala, between 1989 and 1995. "I am of the considered view that such a person cannot be refused approval for his appointment on the ground that he had acquired teaching experience in a State other than Tamil Nadu. If the service certificate produced by the candidate is genuine, the Director of Teacher Education is obliged to consider the same without rejecting it," he further said.
