GHMC notification likely to be issued soon

The new Greater Hyderabad Municipal Corporation is likely to be divided into five zones

HYDERABAD: An official notification for formation of a Greater Hyderabad Municipal Corporation (GHMC) is expected in the next few days with the legal wing scrutinising the Government's reply to objections raised by the Majlis-E-Ittehadul Muslimeen (MIM) on the concept.

The new urban conglomerate spreading across nearly 630 sqkm will encompass the area under MCH and 12 municipalities on its fringes. The MIM has objected to GHMC raising geographical, administrative and constitutional issues.

Though GHMC's administrative structure is being worked out, official sources said it would have a Special Officer (till elections are held) and a Chief Commissioner. The body is to be divided into five zones headed by Additional Commissioners.

Waste management

Zones could be a mix of two or three municipalities with adjoining MCH circle with main functions of solid waste management, planning, projects, transportation, etc., to have a centralised administrative structure.

The MIM feels GHMC could be unwieldy, goes against the spirit of 74th amendment, could lead to administrative problems, high taxes and so on. But, official sources point out that inclusion of areas into MCH is not wrong since municipalities like Secunderabad, Chaderghat and others were amalgamated into it earlier.

Municipal solid waste management in four municipalities is being managed by MCH and it also administers some areas falling under Ranga Reddy district. The Hyderabad Metro Water Supply and Sewerage Board too supplies water to several municipalities around and possibility of it being incorporated into GHMC is bright.

Tax system itself is to be changed in the urban areas with introduction of area-based property tax system from next financial year. For now, villages are to be left out of GHMC despite some officials pointing out that `villages' like Shamshabad, Kompally and others had been witnessing super growth.
