CHENNAI: The Madras High Court on Tuesday restrained the Tamil Nadu Public Service Commission (TNPSC) from finalising the selection of Assistants and Personal Clerks on the basis of the Combined Subordinate Service Examination held on January 7. The First Bench, comprising Chief Justice A.P. Shah and Justice K. Chandru, passed interim orders on a public interest litigation filed by V.R. Krishnakumar, who said a large number of applications were found strewn in the vicinity of the TNPSC premises and there was large-scale confusion over despatch of photo identity cards to candidates. When the matter came up for hearing, counsel for the petitioner, M. Velmurugan, submitted that some of the questions found in the examination sheet were wrong as none of the objective type answers provided was relevant to the question. Maintaining that even one question might affect the chances of deserving candidates, counsel said the absence of the dummy number system would give room for marks' manipulation. Seeking transparency in the evaluation procedure, the petitioner said the TNPSC had also failed to consider the application forms of persons who were eligible to apply for the examination. He said question papers had been designed without any expert knowledge. The Tamil Nadu Government notification, issued in September 2006, sought to select 229 Assistants and 190 Personal Clerks for the Secretariat, and 82 Assistants and seven Personal Clerks for the TNPSC.
