THIRUVANANTHAPURAM: Finance Minister T.M. Thomas Isaac has said local self-Government institutions will give priority to implement administrative reforms in 20007-08. Presenting the State budget on Friday, he stated that the redeployment of employees would be completed as decided. Up-to-date accounts of local self-Government institutions would be prepared and computerised. Local self-Government institutions would be empowered to purchase computers. Computerisation would be completed by engaging the services of data mechanic operators in a time bound manner. The rules for Budget, accounts, public works, stores purchase would be given final shape and submitted to the Legislative Subject Committee. New rules would be in force from next year. Action would be taken to increase peoples' participation in plan implementation processes and grama sabhas. As contemplated in the Kerala Municipal and Panchayat Acts, the system of levying building tax based on plinth area would be started.
